We must play on the same difficulty because they rarely back down for me either when I tell them "No!" With this in mind, I ask myself a few questions.
Where are they? If this is a civ on the other side of the map, then I tell them to "Stick it!"
Can I take them? If they are a neighbor I make sure I can kill any attackers from a hill or block off a choke point with good defensive units.
What do they want? I rarely give techs that allow new military units or a secret project I plan on building.
Having a superior enemy army knocking on the door of an under-defended city is about the only case where I'll give up a technology.Civilization IV Question. ?
If it's not a military tech, or if it's significantly behind yours I will give it up, but then only if the group asking is of similar or larger size, otherwise, just wipe them out.
